There is a very wide range of possible earthquake design load severity as evidenced in zonation and ground motion hazard mapping. Furthermore, seismic design employs cyclic post-elastic strain and residual strength behavior during rare to maximum considered earthquakes. These principal attributes do not in general correlate with traditional wind design provisions. Consequently, performance-based seismic engineering would not necessarily achieve reliability objectives desired for wind resistance, particularly in areas of low to moderate seismic hazard and high wind or hurricane exposure.
