Current design practice may not provide a “risk-consistent” approach for uniform reliability of safety and economic protection. A performance-based, multi-hazard approach may be advantageous for certain structures with significant exposure to both wind and seismic hazards.
Compatible multi-hazard engineering performance criteria, once established, could achieve enhanced structural reliability, greater design economy, and protection of economic value in regions subjected to high winds, hurricanes, and earthquakes. Guidelines for such a voluntary comprehensive approach would particularly benefit high-rise buildings and existing deficient buildings.
